Roots of Health is seeking a Policy Review and Advocacy Alignment Consultant who will lead the review and enhancement of the existing policy review on adolescent health and child participation in Caloocan City. The consultant will assess existing local policies and relevant government issuances and identify policy gaps, opportunities, and recommendations that can strengthen the enabling environment for adolescent health and meaningful child and adolescent participation.

The consultant will work closely with a girl-led group and project team to ensure that the policy review reflects the priorities and advocacy agenda identified by adolescents. The consultant will also provide technical assistance to a girl-led group in strengthening its existing advocacy plan and translating policy review findings into actionable policy recommendations and advocacy asks.

The consultant will report to the Partnerships Coordinator and Partnerships Director and will coordinate closely with relevant project staff throughout the engagement.

Responsibilities

1. Policy Review and Analysis

• Review and enhance the existing policy review document on adolescent health and child participation in Caloocan City.
• Review compiled relevant city ordinances, resolutions, executive issuances, development plans, health policies, and other local government documents related to adolescent health and child participation.
• Review relevant national laws, policies, standards, and frameworks related to adolescent health, adolescent sexual and reproductive health and rights (ASRHR), child rights, child participation, and adolescent-friendly health services to assess alignment with local policies.
• Identify existing policies and provisions that support:
  • Adolescent health and ASRHR;
  • Access to adolescent-friendly and responsive health services;
• Identify policy gaps and opportunities for policy strengthening.
• Assess the extent to which existing policies promote meaningful, safe, inclusive, and sustained participation of adolescents.
• Consolidate and synthesize findings into a clear and evidence-informed policy review.

2. Development of Policy Recommendations

• Translate identified policy gaps and opportunities into specific and actionable policy recommendations.
• Identify potential policy actions that can strengthen adolescent health programming, adolescent-friendly services, and mechanisms for meaningful child and adolescent participation.
• Ensure that recommendations reflect the priorities and concerns identified by the girl-led group are appropriate for youth-led advocacy.

3. Technical Assistance to a Girl-Led Group

• Review the girl-led group’s existing advocacy plan and provide technical assistance to strengthen its content, strategy, and implementation approach.
• Help the girl-led group translate the policy review findings into achievable advocacy asks.
• Support the girl-led group in strengthening the alignment between its identified issues, policy recommendations, advocacy objectives, and proposed actions.
• Ensure that the advocacy plan remains adolescent-led, evidence-informed, rights-based, and responsive to the local context of Caloocan City.

4. Stakeholder Consultation and Validation

• Consult the girl-led group to ensure that adolescents’ perspectives are meaningfully reflected in the final recommendations.
• Incorporate relevant feedback from the girl-led group and stakeholders into the final policy review and advocacy recommendations.

5. Documentation and Finalization

• Prepare and submit the enhanced Policy Review on Adolescent Health and Child Participation in Caloocan City.
• Prepare a concise summary of key policy gaps, opportunities, and priority recommendations.
• Provide technical inputs and revisions to the girl-led group’s Advocacy Plan.
• Develop or refine a Policy Advocacy Matrix linking priority issues, evidence, policy asks, target decision-makers, advocacy strategies, and expected results.
• Present key findings and recommendations to the Partnerships Coordinator, Partnerships Director, and/or other relevant stakeholders, as requested.

Reporting and Coordination

The consultant will report directly to the Partnerships Coordinator and Partnerships Director. The consultant will coordinate regularly with the project team to ensure that the policy review and advocacy recommendations are aligned with the project’s current advocacy direction and the girl-led group’s priorities.

The consultant will provide progress updates and seek feedback from the Partnerships Coordinator and Partnerships Director at key stages of the review and development process.

The consultancy engagement will commence on August 26, 2026, and conclude on September 30, 2026. The enhanced policy review and corresponding policy recommendations shall be completed and submitted by the third week of September 2026, allowing sufficient time for final review and validation prior to the conclusion of the engagement.

Job Qualifications

Education and Experience

• Bachelor’s degree in Public Policy, Public Health, Political Science, Development Studies, Social Sciences, Law, Governance, or a related field. A master’s degree or advanced training in a relevant field is an advantage.
• At least 3–5 years of experience in policy research, policy analysis, advocacy, governance, or related work.
• Proven experience conducting policy reviews and developing policy recommendations, preferably within the Philippine local government context.
• Experience working on adolescent health, ASRHR, child rights, child participation, youth development, or related social development issues is highly desirable.
• Experience working with civil society organizations, youth-led organizations, local government units, or development partners is an advantage.
• Demonstrated experience providing technical assistance, coaching, or capacity strengthening to youth-led or community-led advocacy initiatives.
• Familiarity with Philippine national and local policies related to adolescent health, child rights, child participation, and adolescent-friendly health services.

Skills and Attributes

• Strong skills in policy research, document review, analysis, and synthesis.
• Ability to translate complex policy and governance issues into clear, practical, and actionable recommendations.
• Strong understanding of Philippine local government structures and policy-making processes.
• Demonstrated ability to develop and strengthen advocacy strategies and plans, including advocacy objectives, policy asks, stakeholder mapping, messaging, and engagement strategies.
• Strong facilitation and communication skills, particularly when working with adolescents and youth groups.
• Ability to apply a child rights-based, gender-responsive, and youth-centered approach to policy analysis and advocacy.
• Excellent written and oral communication skills in English and Filipino/Tagalog.
• Strong organizational skills and ability to work independently while coordinating effectively with project staff and partners.

Equipment and Work Arrangements

The consultant will provide their own laptop computer and other necessary equipment required to conduct policy research, document review, data analysis, virtual coordination, and preparation of deliverables.

The consultant may be required to attend virtual meetings, consultations, validation sessions, and advocacy planning activities with the girl-led group, project staff, and relevant stakeholders, as necessary.
