Ugat ng Kalusugan is seeking a Consultant – KAP Survey Field Supervisor and Data Quality Lead who will oversee field data collection for a Knowledge, Attitudes, and Practices (KAP) survey at the Teen Parent Clinic (TPC) at Dr. Jose N. Rodriguez Memorial Hospital and Sanitarium (Tala Hospital) in Caloocan City. Reporting to the Principal Investigator/Monitoring, Evaluation, and Learning (MEL) Director, the role will supervise external enumerators, ensure high-quality data entry via digital platforms, support adherence to ethical and safeguarding protocols, and conduct preliminary data cleaning and preparation. This role is crucial to shaping accurate evaluations for the project’s data-driven initiatives.
Responsibilities
Field Supervision & Enumerator Management
- Lead, supervise, and support a team of external enumerators conducting face-to-face exit interviews at the TPC, ensuring strict adherence to operational guidelines.
- Monitor enumerators to guarantee the strict execution of age-stratified consent protocols (Minor Assent and Parental/Guardian Consent) and mitigate the “Guardian Effect” to capture independent KAP responses.
- Act as the immediate focal point for safeguarding oversight; initiate the KIDSync referral protocol to the Medical Social Worker (MSW) or Women and Children Protection Unit (WCPU) when an “Urgent Red Flags” are disclosed.
Data Quality Assurance & Entry
- Oversee the daily syncing and functioning of the KoboToolbox / XLSForm-based digital survey tool.
- Conduct daily reviews of submitted forms (Quality Control), checking adherence to skip logic, missing or incomplete entries, and compliance with the established inclusion criteria.
- Ensure that survey responses are successfully separated from personally identifiable information and linked only through unique control numbers, in accordance with the approved data management protocol.
Preliminary Data Analysis and Preparation
- Download, merge, and clean the raw data collected, handling missing entries and performing logic checks prior to analysis.
- Verify that all retained respondents meet the approved inclusion criteria (10–19 years old, residents of Caloocan City, and gravidity ≥ 1).
- Prepare and structure the cleaned dataset for statistical software, ensuring variables are correctly named and coded according to the Data Analysis Plan.
- Run preliminary descriptive statistics to populate pre-approved Dummy Tables (e.g., socio-demographics, KAP scoring metrics).
Job Qualifications
Education & Experience
- Bachelor’s degree in Public Health, Statistics, Social Sciences, Development Studies, or a related field.
- At least 2 years of relevant experience in monitoring and evaluation, specifically managing and supervising field survey data collection.
- Demonstrated experience conducting ethical research involving adolescents and/or other vulnerable populations.
Skills & Attributes
- Experience managing and extracting survey data using ODK-based or similar platforms, particularly KoboToolbox / XLSForm.
- Strong proficiency in data cleaning and preliminary statistical analysis using tools such as Excel, Google Sheets, SPSS, Stata, or R.
- Familiarity with Philippine Health Research Ethics Board (PHREB) standards, safeguarding protocols, and age-stratified consent pathways.
- Fluency in English and Tagalog.
Equipment Requirement
The consultant is expected to provide their own laptop computer and Android phone for data analysis and field data collection.
