Roots of Health is seeking a Clinical Programs Director. Reporting to the Executive Director, the Director of Clinical Programs will play a critical role in helping Roots of Health achieve its vision to provide high quality programs and services aimed at women and young people in clinic and community settings. The central responsibility of this role is the leadership and management of the Clinical team. We are seeking a strong and experienced manager who can lead, and develop a team of clinical staff, set clear standards and expectations, and build the team’s capacity to deliver consistent, high-quality services. Providing stable and effective leadership to this team is the most important requirement of the position.

The Director will also be responsible for a range of significant activities, including internal operations, oversight of various projects and budgets, human resources within the team, and program evaluation services. The Director will be instrumental in ensuring consistent and effective internal processes and communications in order to strengthen Roots of Health programs and position the organization for continued success.

Salary is commensurate with experience. Benefits include PhilHealth, SSS, Pagibig, HMO coverage after the probation period, 10 paid vacation days, 10 paid sick leave days, 5 days paid leave for Holy Week, and 10 days paid leave between Christmas and New Year, 1 birthday leave and 1 paid leave for the APE.

Responsibilities

The Director of Clinical Program’s responsibilities include but are not limited to:

Leadership and management of the Clinical team

• Lead and supervise the Clinical team day to day, setting clear expectations and standards of performance;
• Attract, develop, coach, and retain high-performing staff, and manage performance, including feedback and corrective action;
• Build a stable, cohesive, and accountable team, and support continuous learning through mentorship and professional development;
• Oversee human resources within the team and ensure clear, effective communication throughout.

Strategy, vision, and leadership

• Set strategic direction and annual targets, and provide management guidance, oversight, and operational support;
• Build strategic partnerships and, as opportunities arise, represent Roots of Health in external technical working groups, policy forums, and conferences;
• Ensure compliance with DOH, LGU, and other applicable health and social welfare policies within UNK clinics.

Programmatic management and operations

• Supervise Roots of Health’s Clinical Programs to improve access to reproductive health services in Palawan;
• Develop systems and set benchmarks, timelines, and standards of accountability to ensure consistent, high-quality program delivery;
• Oversee program evaluation, including impact metrics, data collection, and reporting, and drive improvements based on the data;
• Prepare program and evaluation reports for the ED, board of directors, funders, and staff;
• Coordinate with the HIV Team and the Monitoring, Evaluation and Learning Team to strengthen service delivery and continuity of care.

External relationships

• Manage and grow relationships with community and partner organizations;
• Support fundraising activities, including grant writing and reporting.

Knowledge management and communication

• Support the collection and sharing of knowledge generated by the programs.

Job Qualifications

Required:

• At least 5 years of senior management experience, including substantial experience directly leading and supervising teams;
• Demonstrated ability to lead, develop, and support a team in meeting shared goals and standards, including managing performance and building team capacity;
• Demonstrated understanding of client-centered, rights-based, confidential, and gender-responsive reproductive health services;
• Strong leadership and interpersonal skills, including the ability to manage and resolve conflict;
• Exceptional project management, prioritization, and planning skills, with a proven ability to manage competing tasks and meet deadlines without sacrificing quality;
• Strong communication skills and the ability to write clear, concise reports in English;
• Demonstrated ability to manage relationships with a wide range of stakeholders;
• Action-oriented and adaptable, able to thrive in high-stakes, fast-paced environments;
• Flexible, honest, highly organized, self-directed, with a positive attitude and a sense of humor;
• Unwavering commitment to quality programs and data-driven evaluation;
• Fluency in English and Tagalog required.

Desired:

• Experience in reproductive health, family planning, maternal health, adolescent/youth health, primary health care, or related clinical or public health programming is strongly preferred;
• Advanced degree in Education, Public Health, clinical health, or related field;
• Experience in a clinical or medical setting;

Location

This position is based in Puerto Princesa City, Palawan, and requires regular on-site presence and engagement with UNK’s clinic, clinical team, community partners, and local health stakeholders. Candidates who are based in Palawan, or who demonstrate a clear commitment and willingness to relocate to Palawan for the duration of the position, are strongly preferred.
